    - default ignore_carrier_loss to value of configure_without_carrier,
      so carrier drop during configuration doesn't break networking

1860926 Ubuntu 20.04 Systemd fails to configure bridged network
1868892 initramfs-tools/hooks/udev for network *.link really sucks
1873607 systemd segv coredump, reboot/poweroff ignored.
